Two main stories intertwine in this strong journalistic report. One central character, an educated woman whos family make sacrifices to try to help her escape from "The Situation" of systematic Chinese governmental oppression of the Uyghur population in Xinjiang, tells her personal tales of sudden detainment and stints in "reeducation" programs.
Throughout, the author also traces the rise of Chinese technological efforts over the past decade to create "Safe Cities" through mass surveillance, through data mining of all cellphone and social media data, through AI-fueled "predictive policing" to arrest people before they commit a crime, and the huge network of "convenience police stations" throughout Uyghur neighborhoods and the escalating system of detention camps. State influence over all major tech companies (both Western and Chinese) also remains a central theme.
